The Liberal College, Luwangsangbam established in the year 1979, is the outcome of a long cherished Will and Desire of the people in the area. This ALMA MATER was named Liberal College unanimously in a historic public meeting convened on June 3, 1979 by the four Pradhans of Gram Panchayats in the Heingang Assembly Constituency at the premises of the Srivan High School, luwangsangbam. The college is about 8km away towards the northern side of the Imphal City and the western side of the National Highway No.39 (now 2). The first regular classes started on the 10th August,1979 at the Srivan High School, Luwangsangbam.


The foundation stone of the college was laid by Shri RK Dorendro Singh, the then Hon’ble chief minister of Manipur on the 19th of October, 1980. The location of the college in a beautiful landscape far away from the din and bustle of the city provides a very good and sound academic atmosphere for various courses of studies. The college has also been included in 2(f) and 12-B under section of the UGC Act, 1956 vide UGC orders No. F/28/95(CPP-I) of dated 19-02-1998.


Liberal college opens classes from XI(Arts & Science) to BA, BSc and B.Com. streams. It has opened General and Honours Courses for BA/BSc/B.Com. The College has permanently been affiliated to the Manipur University, Canchipur w.e.f.27-03-1992 upto Graduate Level for Arts, Science and Commerce stream vide MU Order No.-MU/2/1/180/CDC/4755 dated 27/3/1992 and recognised by the Council of Higher Education, Manipur. The college has been extended recurring grants-in-aid by the Govt. of Manipur w.e.f. February, 1987. The college is run by the registered governing body bearing registration No. 4408 of 1983 as authority of the college. It has proved its existence for the last 35 years more during which period the pace of development and expansion of the college is very rapid and significant of the dedicated services rendered by the employees, local educationist and specially by the governing body of the college to a great extent.
                Liberal College is a co-educational college having its own enough infrastructures. There is N. Surendra Memorial Science Block, two Arts Blocks, One Library Building equipped with one computer room comprising 30 computer sets with tables and chairs, one Multipurpose Hall, One Indoor Stadium, One Women Hostel with 50 beds within the campus and another Girls’ Hostel comprising 100 beds is under construction, One Botanical Garden, one Basket ball ground, two volleyball grounds and a big multipurpose ground. It provides the utmost care and safeguards the interest of all sections of students, irrespective of birth, place, origin, community, religion, castes and creed. Thus, creation of a healthy environment for the promotion of mutual understanding among different groups presents the sole objective of the college.
