The journey began in 1969 with the establishment of a Centre of the Birla Institute of Scientific Research (BISR) founded by Shri B. M. Birla, a renowned industrialist in the newly developing Bhimtal industrial belt. The aim was to provide basic workshop facilities and testing grounds for entrepreneurs to set up industrial units in the region. With the backing of educational institutions like Birla Institute of Technology, Mesra, Ranchi and B. M. Birla Science & Technology Centre, Jaipur it was a natural progression that an academic institution was established in the same campus with two great leaders of Indian industry namely Shri G. P. Birla and Shri C. K. Birla being its founding members. The Institute commenced its academic programme in 1989 in computer education leading to MCA degree. It was affiliated to Kumaun University. Expanding the horizons for professional education, the Institute also started a 3-year B.Tech. course in Electronics & Communication Engineering in the session 2000-01. This course has now been converted into a 4-years degree programme (post 10+2) with starting the year 2003-04. A 17 member Board of Governors guides the Institute with Padambhusan Prof. (Dr.) S. K. Joshi, former President, Indian National Science Academy and Former Director General, Council of Scientific and Industrial Research, Government of India as its Chairman. Other members of the BoG include Prof. M. K. Mishra, Vice Chancellor, BIT Mesra (Ranchi), Prof. P. K. Garg, Vice-Chancellor, Uttarakhand Technical University, Dehradun, Prof. P. K. Pande, former Vice Chancellor, University of Roorkee, (now IIT Roorkee), Prof. R. C. Pant, Former Vice Chancellor, Kumaun University, Nainital, Prof. V. K. Tiwari, Vice Chancellor, Graphic Era University, Dr. B. K. Gairola Ex. Director General, NIC, Dr. Purnendu Ghosh, Executive Director, B. M. Birla Science & Technology Centre, Jaipur, Prof. B. P. Joshi, Former Director, BIT Extension Centre, Noida, Shri S. N. Jha, IAS, Registrar, Indira Gandhi Women Institute of Technology, Delhi, Dr. M. K. Tiwari, Regional Officer, AICTE Centre, Kanpur, Sri Om Prakash, IAS, Principal Secretary, Technical Education, Government of Uttarakhand besides Director, BIAS as well as two faculty members of BIAS. The Institute is located near Lake Bhimtal. Also, it is in the vicinity of Lake Sat Tal, and Naukuchia Tal at 29.35 degrees E longitude, 79.5667 N latitude, and 1371.6 m above Mean Sea Level in Kumaon Hills of Uttarakhand state (India).In whole, BIAS is an ideal place for teaching-learning and innovations.
